CORE READING PROGRAM
INTERVENTION PROGRAMS
ASSESSMENT
Tier I Grades K–3
Comprehensive program that ensures teachers can meet the needs of Arizona students:
• Meets strong evidence-based ESSA standards
• Focuses on the ve essential components of reading
• Provides explicit and systematic instruction
• Supports core instruction requirements of 90 minutes of instruction, ve days a week
Tier II Grades K–2
Digital and personalized foundational reading that provides each student with a path to reading pro ciency:
• Meets moderate evidence-based ESSA standards
• Uses ongoing assessments to ensure mastery of all foundational reading skills
• Supports targeted intervention requirements of 15–30 minutes of instruction, three to ve days per week
Tier III Grade 3
Intensive intervention for third grade students with signi cant reading de ciencies:
• Meets strong evidence-based ESSA standards
• Delivers actionable data to inform small-group instruction
• Supports intensive intervention requirements of 45–90 minutes of instruction, ve days per week
• Endorsed by the Council of Administrators of Special Education (CASE)

Print-based, explicit instruction
to teach foundational reading to students with reading de ciencies:
• Meets strong evidence-based ESSA standards
• Delivers explicit, systematic instruction in the ve essential components of reading
• Supports intensive intervention requirements of 45–90 minutes of instruction, ve days per week
