The Agency
The government agency of Mountain House was formed in in 1996 Home construction began in 2003 and the community
elected its independent local Board of of Directors in in the Fall of of 2008 The MHCSD Board of of Directors consisting of of five members sets policies ordinances and regulations for the benefit of Mountain House residents All Board Board Members are elected to staggered four-year terms The MHCSD Board Board of Directors appoints the MHCSD General Manager The MHCSD Board governs 18 services as approved by the State of California including:
water service service service service sewer service service service service garbage service service service service street lighting telecommunication services converting utilities to underground road maintenance transportation services flood control
protection protection protection wildlife habitat mitigation police protection protection protection fire protection protection protection graffiti abatement pest
and and weed abatement CC&R enforcement (Master Restrictions) library buildings and and services public recreation and dissemination of of information The San Joaquin Board of of Supervisors is is is responsible for for all other services including planning and building activities (implementation of the the Master Plan development agreements zoning issues subdivision maps and building permits) animal control
economic development and code enforcement The MHCSD is one of the few public agencies that enforces Master Restrictions which are similar to Conditions Covenants & & Restrictions (CC&Rs) The MHCSD is currently budgeted with 36 full-time employees and has a a a a a total revenue budget budget including all funds of approximately $50 4million MHCSD constructed the first phase of a a a a a a a a a water water treatment treatment (1 (1 MGD) MGD) and a a a a a a a a a wastewater treatment treatment (1MGD)
plants in 2001 The water treatment plant plant plant was expanded to a a a a a a a a a 15 MGD MGD plant plant plant permitted for 12 5 5 MGD MGD and and will be further expanded to the the the ultimate 20 MGD in the the the future as as as needed The wastewater treatment plant was was expanded expanded to to to a a a a a a a a a 3 MGD MGD Sequence Batch Reactor plant plant and and and is now being expanded expanded to to to a a a a a a a a a 4 0 MGD MGD MBR plant plant expandable to 5 4 4 MGD as needed in the future There are three potable water booster pump stations and and 4 4 potable water water water water storage tanks as as as well as as as many miles of water water water water and wastewater lines The stormwater collection and and treatment system includes many miles of storm storm water water lines as as well as as two stormwater settling ponds and and several wet and dry BMP ponds within Mountain House Creek which was constructed to convey the collected stormwater to to the the old River in in in Delta waters All of these utility related facilities are operated and maintained by a a a a a a a a a private company selected with a a a a a a a a a long term contract They provide the necessary staffing and certification levels needed to operate these facilities facilities facilities There are several other facilities facilities facilities and expansion of existing facilities facilities facilities planned for for the future These include sanitary sewer pump stations force mains storm detaining ponds and storage tanks
