The Position
Reporting to to to the the Public Works Director Director (Department Head) the the Solid Waste Director Director is responsible for planning
and directing the general operation of municipal solid waste collecting including treatment disposal diversion and and recycling programs plans organizes integrates directs and and coordinates activities of the Solid Waste Division provides assistance to the Department Head with work of great complexity and sensitivity makes public presentations and and responds to public inquiries and and is assigned responsibility for specific functional areas provides policy guidance and and maintains cooperative relationships with community groups intergovernmental agencies and and City staff Under direction acts as the Department Head in his/her absence Additional responsibilities include:
• Directs activities of the Solid Waste Division which includes solid waste collection treatment disposal diversion and recycling programs • Represents the City in in contacts with with federal state county and local agencies involved with with solid waste environmental matters matters landfill issues recycling safety and and other matters matters of concern • Oversees waste waste diversion programs including contracted solid waste waste haulers and City crews • Manages conversion of solid waste collection to to an an automated program • Works with the county and and state on
on
solid waste diversion issues recommends policy and and procedures to address legislated requirements and and mandates • Administers policy as established by the City Council confers with and advises Division Superintendent on
on
on
problems related to the collection and disposal of solid waste • Develops and and administers the the division’s annual budget interacts extensively with the the public and and prepares special reports Challenges/Priorities for the Solid Waste Director include:
• Evaluating the the various available options and developing a a a a a a a a a a a a a strategic plan related to the the implementation of major programs that will be required as a a a a a a a a a a result of existing and and new state legislation/mandates related to recycling and and and and organic organic waste waste recovery California has ever-increasing goals and and and and mandates for for recycling and and and and organic organic waste waste recovery While many areas of California have yet to comply with a a a a a a a a a a a major 2016 organic diversion mandate new legislation has initiated additional regulations • Working with other impacted City Departments and and Divisions to to research and and identify creative solutions to to address the the the lack of qualified equipment mechanics As the the the American workforce continues to evolve with the the the retirement of of experienced technicians the field of of mechanical equipment repair faces new challenges With heavy dependence on
on
mechanical equipment the solid waste industry is among those most impacted • Developing creative solutions now and and into the future to to meet demands for for secure outlets for for recovered materials in order to meet waste division targets • Ensuring a a a a a a a a a a a a well-balanced integration of all Division activities so that a a a a a a a a a a a a change in in in one area does not negatively impact another area and and that overall operations function as as efficiently and and effectively as as possible
