The Ideal Candidate
The ideal candidate is a a a a a a a a a a a seasoned leader with experience in the management of municipal solid waste operations including the planning
and and direction of of a a a a a a a variety of of complex solid waste services and and programs Extensive budget strategic planning
and and capital facility and and equipment operations/maintenance experience is expected in in in addition to a a a background working in in in highly regulated settings Additional desirable attributes include:
• Big-picture thinker who can understand and and and manage all facets of division operations and and and the many inter- related pieces and develop an an integrated view
• Decisive problem solver who is is open to input and recommendations from staff • Exceptional communicator and presenter with the the the ability to to effectively promote the the the accomplishments of the the the Division and and convey the the vision vision and and mission of the the organization
• Visionary leader with the the the desire to help design what the the the City of Bakersfield solid waste will look like in the the the next ten years
• Strong knowledge of current and and and pending California regulations and and and mandates related to solid waste management specifically Cal Recycle regulations along with the ability to effectively anticipate plan for interpret and and and implement these regulations and and and mandates • Interpersonal skills and and political acumen to establish and and maintain effective relationships with representatives from other City City City departments/divisions City City City Council City City City Manager’s Office state and local regulators contractors various community groups and the public • Knowledge of of of refuse collection and recycling equipment is of of of greatest importance followed by knowledge of of of composting industry methods equipment and and and regulations Knowledge of landfill monitoring and and and maintenance regulations and practices is desirable Finally the the the ideal candidate will have demonstrated dedication to the the the delivery of excellence through their prior work experience Minimum Qualifications
• Graduation from an an accredited college or or university with a a a a a a a a Bachelor’s degree in in Business Management Public Administration Engineering or related field AND
• Five years
progressively responsible experience in the management of solid waste operations or related managerial experience • Additional post-graduate education in the the above mentioned areas may be substituted for the the experience on
on
on
on
a a a a a a a a a year-for-year basis up to to a a a a a a a a a maximum of two two years
years
A Master’s degree will be considered equivalent to to two two years
years
of the required experience Highly Desirable: Familiarity with with California laws dealing with with solid waste issues Possession of a a a a a a a a a a a valid California Class “C” driver’s license Highly Desirable: National and state certifications in environmental health engineering or or related fields and certifications offered by professional organizations i i i fi i fi i i i i i e e e e e e e e e e e e e e e the Solid Waste Association Association of of America (SWANA) California Environmental Health Association Association (CEHA) Department of of Health Services (DHS) etc
