The Agency
The government agency of Mountain House was formed in in in 1996 Home construction began in in in 2003 and the community elected its independent local Board Board of of of of Directors Directors in in in the Fall of of of of 2008 The MHCSD Board Board of of of of Directors Directors consisting of of of of five members sets policies ordinances and regulations for the benefit of Mountain House residents All Board Members are elected to to staggered four-year terms The MHCSD MHCSD Board of Directors appoints the MHCSD MHCSD General Manager The MHCSD Board governs 18 services as approved by the State of California including: water service service service sewer service service service garbage service service street lighting telecommunication services converting utilities to underground road maintenance transportation services flood control protection protection protection wildlife habitat mitigation police protection protection protection fire protection protection protection graffiti abatement abatement pest and and weed abatement abatement CC&R enforcement (Master Restrictions) library buildings and and services public recreation and dissemination of of information The San Joaquin Board of of Supervisors is is is responsible for for all other services including planning and building activities (implementation of the Master Plan development agreements zoning
issues subdivision maps and and building permits) animal control economic development and and code enforcement The MHCSD is one of the few public agencies that enforces Master Restrictions which are similar to Conditions Covenants & Restrictions (CC&Rs) The MHCSD is currently budgeted with 36 full-time employees and has a a a a a total revenue budget budget including all funds of approximately $50 4 million The Community
Development Department is responsible for planning entitlement design reviews and approvals
of of private developments construction and and acceptance of of infrastructure projects and and code compliance As a a a a a a a a a master planned community the private developers are responsible for design and construction of all public facilities The Community
Development Department oversees the the design plan checking and construction of the the improvements The construction projects include but not limited to subdivisions utilities roadway parks community facilities and other public infrastructure supporting the the developments Please refer to the the MHCSD Master Plan at Community
