Secretaries shall submit to the Committee on Energy and Nat- ural Resources of the Senate and the Committee on Natural Resources of the House of Representatives a report that describes—
(A) the results of the study; and
(B) any recommendations of the Secretaries.
(4) AUTHORIZATION OF APPROPRIATIONS.—There are author- ized to be appropriated such sums as are necessary to carry
out this section.
