 In Uganda, a government had issues with its programs failing to dissuade local communities from living in an area frequently affected by flooding. In this case, the bureaucracy and some NGO’s simply didn’t have the right expertise and local experience that was found in people with a long history on the land. By being open to a new approach, a university was able to host a research project getting input from active interests in balance with a significant random sample of people. 35
