With the Olympic Agenda 2020 and the New Norm, which asks cities to embed legacy through the Olympic Games lifecycle, concrete measures regarding long-term development plans of a city/ region were realised. In PyeongChang for example, a 113.7km-long high-speed railway line was built for 300kph trains that can transport more than 20,000 passengers from Seoul. The line now contributes to improving commute time while reducing overall carbon costs.
With a clear vision aligned to local, regional and national development goals, submitting a candidature for and hosting the Games can deliver lasting benefits. These positive legacies cover not only sport but also social, economic and environmental gains.

Milan/Cortina and Stockholm, two experienced and traditional winter sports countries, are Candidate Cities for the Olympic Winter Games 2026.
Thanks to the effects of the Olympic Agenda 2020 and the New Norm, budget in the candidature phase for Stockholm and Milan/Cortina will be 75% less compared to candidates 2018 and 2022.
Both plans have an organising budget of 1.5 billion USD, which is a decrease of 25% compared to the average organising budget of 2018 and 2022 (2.0 billion USD).
In addition, both candidates plan to use 80% existing venues – a new high – increase of 33% compared to the average of the candidates 2018 and 2022.
The Host City Contract 2026 will include an IOC contribution to the success of the Games estimated to be USD 925 million (2026 values).
