Promsvyazbank and a number of other banks through the Banking Sector Consolidation Fund (FCBS), the Central Bank has directed RUB941bn rubles over the five-year period in the capital of credit institutions and about RUB2.9 trillion to maintain liquidity.
The main recipients of state support in 2020 are still the Rosselkhozbank, which specializes in lending to agriculture, the defense Promsvyazbank (both owned by Rosimushchestvo), as well as the main bank of the construction industry, Dom.RF (owned by the development institute of the same name). During the period from 2016 to 2020, their capital grew by RUB143bn, RUB100bn and RUB112bn respectively, show the calculations of the NKR. In 2020, government assistance for Rosselkhozbank amounted to RUB30.5bn, Bank Dom.RF - RUB26.9bn, Promsvyazbank - RUB25bn.
The volume of contributions to the authorized capital of Rosselkhozbank (RSHB) is explained by the tasks of increasing financial support for the agro-industrial complex (AIC), RSHB has increased its loan portfolio to this sector by 54% over five years, to RUB1.7 trillion, the press service of the bank reported.
The press service of Dom.RF estimated the bank's total need for additional capital at RUB69.1bn. More than half of this amount is the funds of the Dom.RF group (RUB30bn) and retained earnings for 2020–2021, which are planned to be fully reinvested in business development (RUB12.2bn). The remaining RUB26.9bn. the bank has already received from the federal budget.
For the period 2016–2019, VEB.RF received about RUB400bn. “To reimburse part of the costs of fulfilling obligations on external borrowing in the capital markets,” the press service of the state corporation told RBC. Another RUB120bn in 2016– 2020, VEB received funds for “additional capitalization of subsidiaries, including for the purpose of implementing projects”. Now VEB is financing the development of the Udokan copper deposit, the construction of the Amur GPP and other projects, the state corporation recalled.
The Crimean Russian National Commercial Bank (RNKB) received RUB28.3bn in capital over five years: RUB 15bn and RUB 5bn in 2017 and 2018, another RUB 8.3bn in 2020 (of, which RUB 7.5bn - in the form of direct capitalization and RUB 832mn - in the form of share premium).
