Telegram messenger registers with Russian authorities but pledges not to share content
Telegram mobile messenger has registered with Russian authori- ties but says it will not share personal info or correspondence content under the controversial anti-terrorist law, media outlets reported on June 28, citing social media posts of Telegram founder Pavel Durov.
The encrypted messenger that is gaining popularity in Russia was threatened to be blocked in the country by Roskomnadzor watchdog, with the Federal Security Bureau (FSB) claiming that it was used in the preparation of recent terror attacks in Russian cities.
Now Telegram has apparently yielded to demands to register as an “Information Distribution Organiser”, but refuses to transfer the company’s servers to Russia and potentially disclose information on the users to law enforcement agencies upon request.
Russian internet major Mail.ru received formal confirmation from the federal tax authorities that starting from January 1, 2017, a significant part of Russian internet value-added services (IVAS) revenues will be eligible for exemption from value added tax, the company said on June 28.
“We believe that this could potentially boost its 2017F top line some 3%,” VTB Capital commented on June 28, adding that “this development clearly creates upside risks to our forecasts”.
A massive cyberattack wrought havoc on energy, transport and government computer systems in Ukraine and Russia on June 27, and appeared to be spreading rapidly beyond these countries, with reports of disruptions also in Denmark, Romania, Spain and the UK.
A Moscow-based cyber security firm, Group-IB, said it appeared to be a coordinated attack simultaneously targeting victims in the two former Soviet neighbours. Analysts said the virus called Petrwrap or Petya bore similarities to the WannaCry ransomware that infected more than 230,000 computers in 150 countries in May.
