           pipeline, built by the Soviet Union, is still exempt from sanctions, but the German refineries in Loin and Schwedt, which are connected to the pipeline, have not ordered Russian oil this year. In September 2022, the German government transferred the management of Rosneft's subsidiaries in their country to the Federal Network Agency. These companies used to import several hundred million euros worth of crude oil from Russia to Germany every month.
 Russia is continuing to sell oil to India at market prices, according to Deputy Foreign Minister Andrei Rudenko, who spoke with PRIME on February 16. The country is willing to export as much oil to India as it needs to ensure energy security. Rudenko stated that Russian energy companies are working to fulfil orders as fast as possible. Rudenko also noted that India has not joined the price ceiling that was introduced by the West on Russian oil. As a result, the fuel contract price for Indian companies is formed by market methods, which he believes is how it should be in a civilized economic society. Media reports from January had stated that India had bought Russian oil for between $53 and $56 per barrel, and could stop purchases if the price exceeded $60 or if the EU introduced secondary sanctions. Director of the Federal Service for Military-Technical Cooperation Dmitry Shugayev said that Russia sold over $13bn worth of arms to India in the last five years, and the current order portfolio amounted to over $10bn. India has remained Russia's key military-technical partner in spite of the Western pressure, he added.
