     Russia is fairly stable but the consumption level per capita is expected to go down in the future, experts say. Fish products consumption in 2022-2023 may contract amid difficulties in the economy but will remain above 20-21 kg per consumer.
Russia's fishermen are complaining that government measures in place to promote the construction of new vessels are inadequate that will impact the size of the catch n 2023, according to industry association All-Russian Association of Fisheries Enterprises, Entrepreneurs and Exporters (VARPE) Kommersant reports. In a report sent to the First Deputy Chairman of the Federation Council, Andrey Yatskin, in November VARPE said that the allocated funds have not been sufficient to stimulate the building of vessels within Russia, with fishermen still preferring to purchase used vessels from abroad. The report analysed data from the last four years and attributes the failure of government support programs to the lack of attractiveness of current measures, such as the recycling grant which only compensates for 10% of the vessel's cost (up to RUB70mn, $975,000), and the lengthy delays in the delivery of ships under construction in Russia. VARPE has called for a more thoughtful system of state support for the construction of the fleet and import substitution of ship equipment.
