Russian forces build fortifications in Kursk Oblast on border with Ukraine. Roman Starovoyt, the governor of Russia’s Kursk Oblast, said that two defence lines had been built. Russia’s defence Ministry and Border Guard are aiming to build a third defence line by Nov. 5, he said. On Oct. 22, the governor of Russia’s Belgorod Oblast said that Russian forces were building fortifications there as well. According to the UK defence Ministry, Russia is also making a significant effort to prepare defences in-depth behind the current front line in the Donbas, likely to deter any rapid Ukrainian counter-offensives.
Putin oversees routine drill of 'massive' nuclear strike. Russian Defence Minister Sergei Shoigu said the drills watched by Vladimir Putin on October 26 simulated "a massive nuclear strike in response to an enemy nuclear attack," according to the Moscow Times. The drill was held in the Barents Sea in the Arctic and the Kamchatka peninsula in Russia under the supervision of Putin from a control room.
First deaths of mobilised Russian troops spark renewed criticism of Russian military command. The Institute for the Study of War said in its latest report that pro-war Russian military bloggers claim that the number of dead and wounded among newly mobilised servicemen is likely higher than official figures due to a lack of promised training, equipment, unit cohesion, and commanders. Russian media reported that five mobilised men from Chelyabinsk have already died in combat in Ukraine just three weeks after Russian dictator Vladimir Putin’s declaration of partial mobilisation on Sept. 21.
Putin 'imposes' martial law in occupied areas of Ukraine to give proxies more power. Russian dictator Vladimir Putin signed a "decree" on Oct. 19 "imposing" martial law in occupied areas of Donetsk, Luhansk, Kherson, and Zaporizhzhia oblasts, following its sham "referendums" there. According to the Russian state-controlled news agency RIA Novosti, it will "come into effect" on Oct. 20. "Heads of regions will be given additional powers to ensure security," said Putin.
Borrell: ‘Russian army will be annihilated' in case of nuclear attack against Ukraine. EU foreign affairs chief Josep Borrell said on Oct. 13 that the people supporting Ukraine, the EU, its member states, the U.S., and NATO are “not bluffing” when speaking about the response in case Russia uses nuclear weapons against Ukraine.
