Russian Railways has improved its decline outlook for cargo loading in November to 1–1.5% from 2%, Deputy CEO Mikhail Glazkov told reporters on November 14. “Minus 2% was the first outlook, in the second 10 days (of November) now we are increasing it, and plan to reach around minus 1.5%... Now we will make effort to reach minus 1%,” he said. Russian Railways’ cargo loading grew by 0.2% in January–October, and dropped by 3.4% in October.
Russian logistics giant Fesco is planning to build a container terminal in Zabaykalsk, near the Russian borders with China and Mongolia. Russian Deputy Prime Minister Yuri Trutnev “instructed Russian Railways (RZD) to speed up the transfer of the necessary documentation to begin construction of the terminal as soon as possible”, Fesco posted on Telegram. Fesco’s Vice President Boris Ivanov said that the facility will cost around €41,5mn (RUB4bn) and will be able to handle 1.5mn tonnes of cargo every year. Other than the terminal itself, the new complex will have a storage warehouse and a new rail connection. The terminal will be located at the Zabaykalsk-Manzhouli rail border crossings, one of the main Russia-China rail connections.

Year-round maritime navigation along the Northern Sea Route will be ensured from 2024, Russian Deputy Prime Minister Alexander Novak said at a government hour in the Federation Council. Full year-round use of the route requires icebreaker support. The entire nuclear icebreaker fleet is under the jurisdiction of the federal state unitary enterprise Atomflot, part of the Rosatom state corporation.
