U.S. Treasury Secretary Janet Yellen urged the Chinese government to crack down on businesses sending military aid to Russia and threatened "significant consequences" for companies that continue to evade sanctions, Reuters reported Nov. 10.
EU says UAE agreed to restrict exports of goods with potential military purpose to Russia. Officials from the European Union said that the United Arab Emirates has agreed to begin restricting the export of sensitive materials with potential military use to Russia, Bloomberg reported on Nov. 9, citing unnamed sources.
The European Commission said that negotiations on the preparation of sanctions were delayed, which did not allow President Ursula von der Leyen to submit a proposal for the 12th package of restrictions against the Russian Federation in the week of November 11. "Negotiations on preparing sanctions can take a bit longer than expected. We certainly hoped that we would be able to get to the presentation of a proposal by today. It has turned out not to be the case," he said. At the same time, he refused to give a date when the European Commission would be able to present a new package of sanctions, adding that "very soon" does not mean the next month.
The US has imposed sanctions on Russia's multi-industry holding company Sistema, the Arctic LNG 2 liquefied natural gas (LNG) project and several banks, including Absolut Bank and Post Bank, the Department of the Treasury's Office of Foreign Assets Control (OFAC) said on November 2. The list also includes the SPB Exchange, several engineering bureaus and affiliates of oil company Gazprom Neft. The blacklist of Russian officials was extended to include Deputy Industry and Trade Minister Alexei Besprozvannykh, Deputy Industry and Trade Minister Viktor Yevtukhov, officials of the Energy Ministry and the Digital Development Ministry. The US authority separately issued a license allowing the US citizens to pay taxes and duties in Russia until January 31, 2024.
Plans for Russian base on Georgian territory unacceptable. NATO Secretary General Jens Stoltenberg denounced Russia's plans to create a naval base in Abkhazia, a Russian-occupied territory of Georgia, in comments before the EU Foreign Affairs Council in Brussels on Nov. 14, as cited by the Georgian media outlet Civil.Ge.
