Russia’s external debt remains extremely low at about 15% of GDP for the sovereign debt and 29% for the total gross external debt.
With the soggy GDP growth Russia could easily afford to borrow more heavily and use the monies raised to fund more growth. But the CBR and Kremlin are pursuing ultra constative strategies that are more about crisis-proofing the economy than they are about lifting standards of living.
