6.1.1 Budget dynamics - results
     The last month of 2022 brought record revenues to the state budget of Ukraine. December 2022 brought two records in Ukraine’s history at once, foreign aid to Ukraine and the state budget’s total monthly funding amount for a month, the parliamentary finance committee reported.
In December, Ukraine received $5.5bn, or more than UAH 200bn, in international loans and grants for the budget. This is a record during the war; the previous largest amount was UAH 172bn ($4.7bn) in August.
The total revenue for December is also an absolute record in Ukraine’s history: more than UAH 365bn ($10bn) per month. Moreover, according to President Volodymyr Zelenskiyy,
Ukraine expects the first tranche of a $19 trillion support package from the EU in January, following a call with EC president Ursula von der Leyen.
The deficit of the state budget of Ukraine in December due to the receipt of a significant amount of grants decreased to UAH 99bn from a record level of UAH 170bn a month earlier, including the general fund - to UAH 101.3bn from UAH 163.3bn, the Ministry of Finance said on December 2.
In 2022, the budget received UAH 164B and more than 3 billion in foreign currency from the sale of OVDP bonds. According to the National Bank of Ukraine, the Ministry of Finance placed UAH 164.385B worth of hryvnia government bonds last year, which is 42.9% less than in the same period of 2021. Also, the government placed dollar and euro securities for $2.089B and €984M, which is 32.5% less and 25.8% more than in 2021, respectively. The weighted average yield of hryvnia securities was 12.7% per annum, dollars securities were 4% per annum, and euros at 2.7% per annum.
Biden administration announces $2.5 billion security assistance package for Ukraine. The Biden administration announced $2.5 billion in military aid for Ukraine in one of its largest packages yet.
Estonia to provide Ukraine with record military aid package worth 113 million euros. The package will include dozens of 155-mm and 122-mm howitzers, thousands of shells and trucks for them, over a hundred Carl Gustaf anti-tank weapons, and more than a thousand units of ammunition for them, according to EER.
