However, earlier this year, it became clear that the country's ambitious digitalisation programme had been running behind schedule, with the coronavirus (COVID-19) pandemic putting an extra pressure on government spending.
The government admitted that several major areas where the digitalisation scheme was expected to make a substantial impact had apparently been struggling.
