       • 2.3 Income Income overview
Growth-driving consumption and incomes have received a big boost from the very generous Kremlin pay-outs to the families of the dead and wounded. Not only are military wages significantly higher than the average pay – up to four times more than the average income – but the Kremlin is making very generous payouts to the families of the dead and wounded.
At present, the families of dead soldiers receive a one-off payment of RUB5mn ($54,200) – a substantial sum by Russian standards – and are eligible for insurance payouts of RUB3mn. Some Russian regions make additional payments. Wounded soldiers are handed between RUB3mn and RUB5mn. Military analysts say that Russia’s ratio of dead to wounded in Ukraine is likely to be 1:4, which means the Kremlin has already paid about half a trillion to the families of dead soldiers. About RUB1 trillion more has been paid to the wounded.
