President and military administrations, means that oligarchs like Kolomoisky and Boholyubov have limited space in the new Ukraine, but the intension seems to be to press them into service once the fighting ends.
The future relationship between the government, business, and civil society in Ukraine will determine the role and influence of oligarchs. While Kolomoisky continues to navigate through challenges and seek opportunities, the landscape has shifted, and his once-dominant position is no longer guaranteed.

The US confirms negotiations with Ukraine on bilateral security guarantees. The US State Department confirmed on Monday that talks between Kyiv and Washington on long-term security commitments, which were announced at the NATO summit in Vilnius, will begin this week, said the spokesperson from the State Department, Matthew Miller. According to him, the negotiations will be a continuation of the statement announced by the G7 on the sidelines of the last NATO summit in Vilnius, where the countries "[S]aid that they will participate in negotiations with the government of Ukraine on long-term commitments regarding Ukraine's security. Discussions will begin this week on how we can decide on the details of these security commitments going forward," he added. A spokesman for the US State Department emphasized that the US considers long-term security commitments separately from the military assistance Washington has provided and will provide to Kyiv.
NATO has published the communiqué from the summit in Vilnius on the evening of July 11. It contains several references to Ukraine's membership and support, which mostly repeat or expand on the three-element package that Alliance Secretary General Jens Stoltenberg announced. In addition, according to the communique:
● The NATO allies agreed on a package of extended political and practical support and decided to create the Ukraine-NATO Council
● The allies will invite Ukraine to join when they reach agreement, but the Membership Action Plan is no longer needed
● Russia should immediately stop its aggressive war against Ukraine and unconditionally withdraw its troops and equipment from Ukrainian territory, and Belarus and Iran should stop assisting Russia and return to compliance with international law
● Russia bears full responsibility for the war against Ukraine and must answer for it
● NATO condemns Moscow’s violation of international obligations and confirms that they will never recognize the annexation of Ukrainian territories, particularly Crimea.
Zelensky blasts unclear time frame for NATO invite: 'unprecedented and absurd'. While en route to Vilnius, President Volodymyr Zelensky said, "It's unprecedented and absurd when a time frame is not set neither for the invitation nor for Ukraine's membership."
But putting a brave face on an otherwise disappointing result, he said NATO summit puts to rest any doubts about Ukraine's ascension to alliance.
