     of US support. According to Western media, Blinken announced $1 billion in new US support for Ukraine, including military, humanitarian, and budgetary assistance. Meanwhile, the US Secretary of State met with the head of the Ministry of Foreign Affairs of Ukraine, Dmytro Kuleba. He stated that Washington sees the progress of the Ukrainian counteroffensive, and the US will make sure that Ukraine has the necessary assistance both now and in the long term. Prime Minister of Ukraine Denys Shmyhal discussed with the US Secretary of State the strengthening of economic cooperation between the countries, American business, and progress in implementing reforms. The parties also focused on the protection of energy infrastructure.
USA to provide Ukraine with new security assistance worth $325mn, US Secretary of State Antony Blinken said on September 22. The US will give $128mn in new security assistance to Ukraine as well as $197mn in arms and equipment in previously authorized drawdowns, the secretary of state announced, US Secretary of State Antony Blinken said.
Billion-dollar US aid package for Ukraine includes $5.4M from Russian oligarchs, and the EU is preparing to transfer €3B to Ukraine from frozen Russian reserves. For the first time since the beginning of the war, the US will transfer Ukraine assets confiscated from sanctioned Russian oligarchs, said US Secretary of State Anthony Blinken. The assets total around $5.4M, which is planned to be directed to the support and rehabilitation of veterans. The funds will be provided as part of $1B in aid. This aid also includes $175M in military support, and another $100M will go toward long-term military needs. $90.5M is for demining, and $300M is to support law enforcement officers in the liberated territories. Also, $206M is for humanitarian assistance, and $203M is for support of institutional transparency and accountability, strengthening of crucial reforms, and investigating war crimes committed by the Russian Federation. The European Commission has prepared a plan to transfer profits from Russian currency reserves to Ukraine. Funds belonging to the Russian Federation's Central Bank would generate approximately €3B annually.
Europe, ahead of the US, doubles the aid promised to Ukraine. By July 31, the total amount of assistance provided and pledged by European donors had increased to €156B, compared to about €70B from the US, according to a Kiel Institute of the World Economy study. The main reason for this is the EU's new €50B Ukrainian fund, which will operate from 2023 to 2027. Lithuania, Estonia, and Latvia remain at the top of the ranking with multi-year commitments. Denmark rose to fourth place with aid amounting to 1.1% of GDP. This became possible because the Danish National Ukrainian Fund has allocated almost €3B to Ukraine. As for heavy weapons systems, there have been many new deliveries. The share of delivered systems compared to commitments increased by five percentage points to 69%. However, the gap between commitments and deliveries remains significant, especially for tanks, artillery ammunition, and anti-missile defense systems.
The European Commission on September 22 announced the payment of €1.5bn to Ukraine as part of macro-financial assistance providing for €18bn.
Funding of the state budget, recovery, and the €50B Plan for Ukraine have been discussed at the Multi-Agency Donor Coordination Platform. On September 26, the sixth meeting of the Steering Committee of the Platform of Donors for Ukraine was held in Brussels. Minister of Finance of Ukraine
