The document provides for the definition of such concepts as SOR (a region within which dispatch management is carried out) and CCR (a region that includes the trade zone borders of neighboring states, for which the maximum possible export/import is calculated); and transmission system operator contractual relationships within the SOR and CCR regions. It is also expected that state company Ukrenergo will be involved in the activities of the Regional Coordination Center (RCC), the definition of the role of the RCC in the electric energy market, and the tasks of the RCC. The developed draft law defines the list of pan-European rules that are mandatory for Ukrainian electricity market participants, the list of regional regulations, and the procedure for their adoption.
The US will provide $522M for Ukraine energy projects, but there are conditions. These funds are intended for the restoration of damaged infrastructure, strengthening the stability of the power system and its protection against air attacks, establishing distributed gas and green energy generation, strengthening Ukraine's physical connection with European gas and electricity networks, and reforms in the energy sector. The memorandum, signed by the Cabinet of Ministers of Ukraine and the US government, allocates $422M to Ukraine and another $100M as a bonus for the completion of several tasks:
● Approval of the charter and creation of the supervisory board of the Operator of the GTS of Ukraine (by October 30, 2023)
● Hold elections for membership of the Supervisory Board of NAEK Energoatom (by November 30, 2023) and the creation of a joint-stock company, Energoatom, as part of the corporatization of the company (by December 31, 2023)
● Implementation of the European REMIT regulations in wholesale trade by energy carriers (by April 1, 2024)
Ukraine spent $2.3B on the restoration and protection of its energy facilities. As Prime Minister Denys Shmyhal reported, the financing of preparations for the winter period took place both with Ukrainian funds and with help from international partners, including the World Bank, EIB, EBRD, EU, USA, Japan, Northern Environmental Finance Corporation, and USAID. According to him, Ukraine continues to prepare the energy system for the heating season, taking into consideration the expected Russian attacks on energy facilities with the onset of cold weather. Currently, preparations for the autumn-winter period are in the final stage. Seven nuclear power units have already been repaired, and two more will be connected on the eve of the start of the heating season. Their total capacity will be 7.8 GW. At the beginning of the season, 25 TPP power units will be operational, providing 4.5 GW of power. Also, 35 hydroelectric power station units with a capacity of about 2.3 GW have been repaired. According to the Ministry of Energy, 804 MW of the planned additional 1.7 GW of capacity have already been added to the system.
Ukraine has reached an agreement on electricity export-import rules with three countries. The National Commission for the Energy Market and Communal Services agreed on the specifics for the distribution of interstate crossing capacity between Ukraine and Poland, Ukraine and Slovakia, as well as Ukraine and Hungary, the regulator reported. "The decision creates conditions for increasing electricity export-import operations and will positively affect the stabilization of the operation of the unified energy system of Ukraine," the Commission explained. Previously, Ukrenergo would establish the rules for capacity distribution with the transmission system operators of
