According to the ministry, this can be countered by introducing clear priority criteria for such projects. Another risk associated with reconstruction is the potential for abuses in public procurement. In this regard, the ministry plans to introduce new methods of public procurement procedures and change the mechanics of concluding contracts. Counterparty checks will also be carried out. The list of risks also includes potential abuses during property management. Currently, the Ministry of Reconstruction manages more than 100 state-owned enterprises, and for the sake of transparency, the ministry plans to implement clear criteria for appointing managers.
Ukraine seizes over $450 million worth of assets from 3 Russian oligarchs. Ukraine has seized assets worth more than Hr 17 billion ($464 million) from Mikhail Fridman, Petr Aven, and Andrei Kosogov, the Security Service of Ukraine announced on Oct. 6.
All purchases with World Bank funds in Ukraine can now be made through Prozorro. The World Bank has approved using the Prozorro platform for all projects it finances in Ukraine. The Prozorro e-procurement system can be used for national (up to €5M) and international (from €5M) tender procedures. Following the recommendations of the World Bank, the new Prozorro procedure allows offers from participants in different currencies to be accepted, considering offers in stages and choosing the winner based not only on price criterion. So that various development banks and international organizations could use the Prozorro system, the state enterprise Prozorro specially developed a procedure for donor purchases based on the designer principle. The position of the World Bank is that all purchases financed by the World Bank for the reconstruction of Ukraine are recommended to be carried out in Prozorro.
State Bureau of Investigation: 260 ongoing probes into military enlistment office abuses. The State Bureau of Investigations is currently dealing with 260 cases of potential abuse at regional military enlistment offices and military medical commissions, the law enforcement agency reported on Oct. 10.
Law enforcement searches Mukachevo mayor, officials allegedly involved in corruption. Ukraine's Security Service (SBU) reported on Oct. 10 of conducting searches concerning a $2.7 million corruption scheme in the Mukachevo City Council in the western Zakarpattia Oblast. Among the officials in question is Mukachevo Mayor Andrii Baloha, whose property was searched by authorities.
