Ukraine to procure 100 high-voltage transformers to prepare for Russian attacks on energy infrastructure. Due to previous strikes on Ukrainian factories, many of the transformers will need to be purchased from abroad. In order to protect them from Russian attempts to destroy them in the future, the foreign-made transformers will be stored in Poland or Romania until they are needed.

    The state’s debt to green energy producers has increased to ₴30B.
State-owned Ukrenergo’s debt to renewable energy producers under the green tariff has reached ₴29.9B ($820M), reported the Guaranteed Buyer. As of August 1, the company's debt to the Guaranteed Buyer, an intermediary between electricity producers from renewable sources and buyers, for renewable energy services amounted to ₴25B. As the state-owned enterprise notes, 52.6% of 2023’s payments under the green tariff have been made, monthly performance ranges from 90.9% in January to 45.1% in June. It was 56% in July and 47% in September. For comparison, in 2022, the settlement rate was 55.3%, and in 2021 – 99%. Since the beginning of the year, ₴21.7B has been paid for renewable electricity produced this year, and another ₴0.97B has been transferred to repay debt from the past year.
Sweden will develop a green transition and recovery plan for Ukraine.
The Stockholm Environment Institute (SEI) is launching a project to create a road map for Ukraine to achieve climate neutrality by 2050 through a green transition and recovery, the head of the institute's environmental policy team, Bernardas Padegimas, said. According to him, the project’s development is being financed by the Swedish government. The road map should be developed by June 2025. As Padegimas noted, the road map will provide for "the development of several specific projects with the participation of specific donors", and this process is planned to be completed by March 2026. Padegimas noted that the development of Ukraine’s road map will be based on the principles of the green transition that has been adopted in Europe, and it will contain Ukraine’s goals and the mechanisms for achieving them in the short, medium, and long term.
Ukraine is increasing biomethane production and exporting bioethanol to the EU. The production of biomethane, bioethanol, and biodiesel is important for the agricultural sector and processing industry, and for ensuring Ukraine's energy independence, Deputy Minister of Agrarian Policy Vitaly Holovnya said. According to him, Ukrainian businesses will be able to produce up to one billion cubic meters of biomethane in 2030 and 16 billion cubic meters of biomethane in 2050. "For the agricultural sector, processing waste into biomethane and bioethanol is additional efficiency and added value. Previously, farmers did not know how best to dispose of waste. But now, Ukraine already has its first biomethane plant, and new ones are planned to be opened by the end of the year," he noted. He also informed that most of the bioethanol produced in Ukraine is exported to the EU. Moreover, in Ukraine, bioethanol is already added to gasoline, and after the adoption of a relevant law, manufacturers will be required to use at least 5% biofuel in gasoline.
