Some of the remodeling of the house interfere with the integrity of the structures thus the structures have to be assessed for safety same as any other building. In some instances, additional supporting trusses are
added to enhance the safety and integrity of the structure. The containers can hold a lot of dead loads and live loads, which enhance its suitability to be used as affordable housing material (Bernardo et al., 2013). Even so, further assessment of enhancing the affordable building of houses using used ISO shipping containers is recommended.

According to habitat for humanity "The world is experiencing a global housing crisis. About 1.6 billion people live in substandard housing and 100 million are homeless, according to the United Nations. These people are increasingly urban residents, and every week more than a million people are born in, or move to, cities in the developing world. Today, a billion people — 32 percent of the global urban population — live in urban slums. If no serious action is taken, the United Nations reports that the number of slum dwellers worldwide will increase over the next 30 years to nearly 2 billion. In the United Sates alone, 95 million people, one third of the nation, have housing problems including payments too large a percentage of their income, overcrowding, poor quality shelter and homelessness. Throughout the world, people live in inadequate housing.

Is there enough a ordable housing in the UNITED STATES.
For every 100 extremely low income households there are only 29 adequate, a ordable, and available rental units.
That means two parents who both work minimum-wage jobs might wait years to find a safe, a ordable place to live in with their two kids.
Who is responsible for building a ordable housing
The common belief is that the government should be in charge not only for the
housing but for the whole infrastructure needed to support a decent life for all the new migrants. But there are as many beliefs as people in
the world, lets say 7.5 billion di erent ideas of who’s responsibility is.
It is true in some way, governments have to collect taxes and administer them in the best way possible, but they are not the Mother Theresa.
This Crisis has become so big, that other parties public and/or private need to get involved. Banks, Funds, non for profit organizations, philanthropic/ charities foundations, financiers, developers, etc...
