2. Administrator WILLIAMS, HELEN ELIZABETH, gave legal advice by counseling defendants and provided analysis that they failed to include an order in their paperwork.
3. Administrator WILLIAMS, HELEN ELIZABETH, while acting in the capacity of judge, instructed the defendants to send her the missing order, to cure the defect in their filing.
4. Administrator WILLIAMS, HELEN ELIZABETH, instructed attorney Gwendolyn Ribar to send her the order against Ralph Bendel Neal® for her signature.
5. Administrator WILLIAMS, HELEN ELIZABETH, disregarded the legal evidence presented and acknowledged during July 23, 2019 to aide and abet, and the failure to discharge official duties by allowing Wright, Finlay & Zak LLP., to practice despite having legal evidence and judicial notice to prohibition by California Business and Professions Code against Wright, Finlay & Zak LLP., maintaining any action, for the failure to meet minimum requirements established in California Business and Professions Code.
Criminal Interference with Official Duties
6. Administrator WILLIAMS, HELEN ELIZABETH, interfered with contractual duties of an international officer by refusing to allow performance required under private contract provided to her prior to her taking the bench.
7. Administrator WILLIAMS, HELEN ELIZABETH, interfered with the official duties under contract between international private civilians by the denial of the performance, under the contract that she acknowledged having received and stated under color of authority, “ I am not going to allow you to speak”.
Obstruction of Justice
8. Administrator WILLIAMS, HELEN ELIZABETH, prejudiced the matters and obstructed justice by conspiring with Wright, Finlay & Zak and refusal to read Ralph Bendel Neal’s® criminal objections filed July 23, 2019 acknowledged received, but stated “unread” by Administrator WILLIAMS, HELEN ELIZABETH, who chastised Ralph Bendel Neal® for having filed the instruments just before the hearing.
