Everyone that receives or deposits any merchandise in any county building upon the boundary line between the United States and the United States of America, or carries any merchandise through the same, in violation of trademark laws is subject to fine, and prison. Organized criminal networks have established California County Recorder Offices as viable places for the deposit of smuggled goods, money laundering, terrorist financing human trafficking, illegal inside trading of restricted securities, smudging of controlled substances, and have proven FTZs nearly undetectable pipeline for trafficking counterfeit goods as a direct result of the systemic weaknesses that make FTZs vulnerable to abuse. The failures of existing regulations and enforcement to detect, deter and prevent criminal money laundering and failures to enforce the laws of the United States to combat the financing of terrorism are a reflection of the current non-existent or relaxed oversight by incompetent domestic authorities, non-existent or weak procedures to inspect goods and register legal entities, including inadequate record-keeping, and information technology systems; and the lack of adequate coordination and cooperation between zone and Customs authorities have resulted in an unregulated, criminal zone for unfair trade practices where there is no punishment or oversight for illegally smuggled goods.
