CRITICAL CONCERNS IN CIBOLO
GSABA's Working Hard for You!
Your leadership team continues to work with and meet with City Council members, County Commissioners, and Development Services Department staff to address critical issues and concerns that affect you.
On Tuesday, May 25, 2021, the Cibolo City Council discussed three agenda items that would negatively affect residential development and building. Agenda Item 10-G referenced a Building Moratorium for Residential Development. The same proposed Moratorium of Development was also considered in the summer of 2019. GSABA testified and attended numerous meetings representing our members.
The state law on moratoriums was adopted by the Texas Legislature in 2001 and amended in 2005. Under Section 212.133 of the Texas Local Government Code, a city may not adopt a moratorium unless it complies with a strict notice and hearing procedures and makes written findings required by law.
The P & Z Chair called for a moratorium on residential development last month and it is our understanding that the City has been trying to deny plats that meet code. We scheduled a meeting with Chief Hugghins, Cibolo’s Interim City Manager; Rudy Klein, Director of Planning and Engineering and Lisa Gonzales, Assistant P & E Director for June 9th to talk to them about these initiatives.
Before a moratorium on property development or building can be imposed, the city must conduct two public hearings, one before Planning & Zoning Commission and one before the City Council. If these public hearings are held, we will need the support of our membership to attend future Planning & Zoning and City Council meetings in Cibolo. We will find out next steps and share additional information when available.
The City Council agenda also included agenda item 10-I that would consider the possibility of disbanding the Planning & Zoning Commission and agenda item 10-K that would take action on allowing developers or members of development boards to serve on Planning & Zoning, the Unified Development Code Committee or the Economic Development Committee.

Serve on the Board of Directors in 2022
The Greater San Antonio Builders Association is accepting nominations to serve on the Board of Directors from July 1st - August 31st, 2021.
Nominate a member who you believe will contribute leadership to the Association for the next 3 years, including yourself. Eligibility for nomination requires a person to have not served on the Board of Directors within the last 12 months. All nominations must be received by August 31, 2021. The Association Membership will receive ballots by September 13, 2021 to vote and select 4 Builder Directors and 2 Associate Directors which will be sworn in at the Holiday Gala on December 9, 2021.

We have our bi-monthly meeting with Michael Shannon and the the City of San Antonio’s Development Services Department team on Tuesday, June 15th at 1pm at GSABA. Everyone is welcome to attend.
