LEGISLATION AND INDUSTRY
ACHIEVEMENTS IN 2025
The Texas legislative landscape plays a vital role in shaping the future
of the homebuilding and remodeling industry in the state. Each session
brings new opportunities and challenges that require active advocacy and
strategic policymaking. The recently concluded 89th Legislative Session was
particularly impactful, as it addressed numerous issues affecting residential
development and construction. During this intensive 140-day period,
lawmakers considered thousands of proposals, resulting in significant
legislative changes aimed at supporting and improving the industry. The
following overview highlights the key efforts and accomplishments from
this session, underscoring the ongoing commitment to fostering a thriving
housing sector in Texas.
A total of 9,014 House and Senate bills, along with joint resolutions, were
filed, resulting in 1,213 successfully passed pieces of legislation. Key issues
such as education, water, infrastructure, tax relief, and public safety took
center stage, significantly impacting our industry.
The Texas Association of Builders (TAB) played a pivotal role during
the session, working tirelessly to advocate for legislation that bolsters our
industry and enhances residential development and construction in Texas.
Here are the most significant legislative initiatives that TAB championed
this session:
y Enhanced transparency and increased oversight of impact fees levied
by cities and municipalities.
y Improved processes and transparency requirements for cities when
implementing building moratoriums.
y Limitations on cities imposing excessively large minimum lot sizes in
urban and suburban areas.
y Alleviation of challenges faced when applying for zoning changes.
y A mandate for the State Energy Conservation Office to consider housing
affordability and cost-benefit analyses when updating the state energy
code.
y Investment in the long-term infrastructure needs of Texas State Technical
Colleges to address construction and labor shortages.
The 89th Legislative Session marked a period of significant progress for
the homebuilding and remodeling industry in Texas. Through the diligent
efforts of the Texas Association of Builders, crucial legislative measures
were enacted to foster transparency, enhance infrastructure, and support
sustainable development. These achievements ensure not only the growth
and sustainability of residential development but also lay a solid foundation
for addressing future construction and labor challenges. As we move
forward, the continued collaboration between industry stakeholders and
legislative bodies will be essential in navigating evolving market demands
and ensuring a vibrant, resilient housing sector in Texas.
On another note, several GSABA members participated in the Sunbelt
Builders Show and TAB meetings at the Gaylord Texan Resort in Grapevine
