Then, following six months of waiting, Francis received a telephone call from Fioretto on March 11.
“I immediately called every officer I knew who had visible tattoos,” Francis said about spreading the news. “I hope the impact on the city of our victory would be to fairly bargain with us in the future when the contract calls for it.”
Along those lines, Ryan added that it was an import- ant decision even if it affects only one member. Fioretto echoed the thought that the victory tells the Department that it can’t order such a drastic change for officers with- out the Lodge’s involvement. And Casiano was excited about how the decision could lead to some much-needed climate change.
“In the climate we’re in, the backbone of the Depart- ment is the Patrol Division, and I feel this was a definite morale boost for those officers on the street,” he con- cluded. “We may look at ourselves as the underdog, but we took a stance and told management this was not right and we are going to do something about it. We did, and we won, fair and square.” d
