For example, following a gang shooting, police officers often make street stops to prevent retaliation. Is that im- proper? It depends whom is asked. Other than those who are stopped by police, I would think the majority of resi- dents would welcome the increased police presence.
One thing we know is that when officers retreat from pro- active policing, crime explodes. After the Freddie Gray ri- ots, drug arrests dropped and shootings soared at a 75-per- cent increase throughout 2015. History is repeating itself in Chicago and the DOJ will likely gather similar findings with respect to its review of the Chicago Police Department as it did with the Baltimore PD.
Compliance with the consent decree will be determined by reviews conducted by an independent monitor. Specific areas targeted for reform include department policy and training, as well as data gathering and analysis that will be utilized to assess an officer’s activity to ensure that officers are acting in accordance with legal and constitutional re- quirements. Infrastructure and technology improvements will be used to monitor officer activity, and adoption of community policing strategies will be used to regain the community’s trust in Baltimore and most likely in Chicago.
