As negotiations begin, City and Lodge head to Labor Board
As the parties begin negotiations over a suc- cessor collective bargaining agreement, the Lodge faced off with the City at the State
Labor Relations Board (again) over mat-
ters which should be properly discussed
at the bargaining table. Clearly, this sets
the stage for how the parties will be deal-
ing with each other during what inevitably
will be a contentious (and historic) round of ne-
gotiations.
As most readers of this magazine know by now, on April
17, the Labor Board issued a formal consolidated complaint against the City over two unfair labor practice charges which the Lodge filed, involving the City’s pattern of unilat- erally changing terms and conditions of employment: the implementation of its “Complaint Register Matrix Guide- lines” (setting forth new parameters for discipline) and the expansion of the Body Worn Camera Pilot Program City- wide, both without satisfying its bargaining obligations.
On July 27 and 28, the Lodge presented its case to Admin- istrative Law Judge Anna Hamburg-Gal. The Lodge was represented by former Lodge President Dean C. An- gelo, Sr. and Lodge Representative Jay Ryan at the two-day hearing. The City relied upon a cast of wit- nesses, including the City of Chicago Department of Law Chief Labor Negotiator Joseph Martinico; Chicago Police Department Bureau of Internal Affairs Commander Robert Klimas; Management and Labor Af- fairs Director Wynter Jackson; and current City of Chicago Department of Law Director of Labor Relations Donald O’Neill (whom some of you might remember as the former Director of MLAS). Director O’Neill drafted the initial Let- ter of Understanding (“LOU”) dealing with the Body Worn Cameras Pilot Program. Director O’Neill incorporated two
significant requirements in the LOU, specifically:
• The Department will provide notice and will meet and engage in discussions with the Lodge prior to any ex- pansion of the use of BWCs beyond the parameters set
