In 1997, Garcia was deployed to Bosnia to assist international police in a peace- keeping mission following the breakup of Yugoslavia. Snipers were prevalent, killing people in the streets of Sarajevo. That’s where he first observed a revolu- tionary new technology, an indication of how police can learn from the military.
“I come back to Chicago after it was all said and done and I say, ‘They have a sys- tem where you can see where all the guns are being shot,’” Garcia describes. “We just need to see where the military is at to see the future of policing.”
True to his prediction, Chicago even- tually implemented ShotSpotter, which has been helping police curb gun crimes. And going the other way, Garcia notes the tools that he took from the CPD to help his Bosnian mission.
“In 1994, Northwestern started CAPS, and I was right on the ground floor of that,” he states. “In Bosnia, I started teaching their police and government of- ficials some of those systems, like setting up a bike team to patrol the city streets. Not only did the military side help here,
