e PDP has identi ed the Small and of the ve economic jewels for Bhutan to Medium Enterprises (SMEs) and the realize sustainable economic development. Cottage and Small Industries (CSIs) as one
Pledges:
We shall facilitate access to nance for CSMI through Priority Sector Lending (PSL), REDCL, micro nances and BDBL nancial products.
We shall support startup initiatives through support services such as capacity building, access to nance, obtaining clearances and licenses and establishing linkages.
We shall continue to enhance REDCL to provide nances for CSMI and non- formal rural economic activities at a low interest rate of 4% and without collateral.
The REDCL shall be expanded and it will o er a separate program for the youth and a separate program for women.
We shall upscale One-Gewog-One-Product (OGOP) Program to cover all 205 gewogs to enhance rural livelihood.
We shall continue to implement entrepreneurship development programs focused on our youth.

We strongly believe that a vibrant and robust private sector is crucial in driving economic growth. Towards this end, we shall accord special priority on private sector development through right policies
to create an ideal platform for our private sector to take o . In addition to the ve jewels, we will initiate speci c and targeted interventions to boost private sector growth.
