According to the plea agreement, in or around June 2011, Stanley and Charmeta Bess went to Rodriguez Auto Sales, 4116 N. Florida Avenue, to pur- chase a 2007 Cadillac Es- calade. The agreed sales price of the vehicle was $25,900. The vehicle was registered in the name of Charmeta Bess.
Officials said Stanley and Ms. Bess made it clear to Raymond Rodriguez, Jr., owner of the business, that they were going to pay for the vehicle with “drop money.”
The plea agreement
