On Thursday, members of the City Council voted 6-1 to repeal the Panhandling Ordinance that went into effect on November 11, 2011. City Attorney Julia Mandell stated that the City Council has the option to revisit the ordinance in the future.
As a result of the vote to repeal the ordinance, the Hillsborough County Ordinance can be en- forced within the city limits.
Attorney Mandell further said, “Tampa Police officers have absolute authority to enforce the County Ordinance.” She also said officers would be re-educated in terms of enforcement.
County Attorney Chip Fletcher said the County Ordinance, “Essentially prohibits doing busi- ness in the roadway.” He further said the County’s Ordinance has survived being challenged in federal court.
Last month, Homeless Helping Homeless, Inc., filed a lawsuit against the City of Tampa. The law- suit contends that the ordinance prevents them from raising funds for their organization.
