Man Indicted In Labor Day Slayings Of Palmetto Brothers
Former Charity Employee Charged With Making False Statements
Earlier this week, U. S.
Attorney A. Lee Bentley, III announced the filing of an information and plea agree- ment charging Sandra K. Shepherd, 53, of Tampa, with making a false statement to the Social Security Admin- istration.
According to court docu- ments, Ms. Shepherd began volunteering at HARC in 2010, and she was later hired to work as a HARC client finance manager. As a client finance manager, one of Ms. Shepherd’s duties was to annually assist the HARC CFO in completing and submitting to the Social Security Administration a Representative Payee Report for each developmentally dis- abled HARC client for whom HARC had acted as a Repre- sentative Payee.
In March 2011, Ms. Shepherd learned that cer- tain HARC clients’ Social Se- curity Administration funds had been wrongfully diverted by HARC executives from the clients for other purposes. Ms. Shepherd raised the wrongful diversion of the clients’ funds with the CFO.
Ms. Shepherd also dis- cussed the diversion of the funds with the prior HARC CFO, who likewise acknowl- edged the wrongfulness of the diversion.
Ms. Shepherd is alleged to have continued to com- plete false and fraudulent Representative Payee Reports and stated that Social Secu- rity Administration benefits had been spent solely for par- ticular HARC clients when that was not the case. Ms. Shepherd then provided the
fraudulent payee reports to the HARC CFO for signature and mailed the reports to the Social Security Administra- tion.
The Hillsborough Achievement and Resource Centers (HARC), formerly the Hillsborough Association for Retarded Citizens, pro- vides services to disabled in- dividuals. Many of its clients lack the capacity to manage their own finances.
If convicted, Ms. Shep- herd faces a maximum penalty of 5 years in federal prison and a fine of $250,000. In her plea agree- ment, Ms. Shepherd has also agreed to make full resti- tution to the Social Security Administration program (So- cial Security Administration), or its designee. No sentencing date has been set.
DEVIN CHANDLER
On Tuesday, a 25-year-old Tampa man was indicted in the murders of two brothers during a Labor Day robbery at a Palmetto convenience store.
U. S. Marshals arrested Devin Chandler at his home September 8th, a day after Khasem Yousef, 23, and his brother, Faares Yousef, 17, were fatally shot as they worked at a store on September 7th. A grand jury indicted Chandler on two counts of first-degree murder.
Surveillance video showed Chandler entering the Snappy Quick Store, 559 17th Street, West, and use a hand- gun to shoot he brothers, ac- cording to the Manatee County Sheriff’s Office. Chandler then jumped over the counter and took money

from the register and ciga- rettes from a rack before leav- ing, deputies said.
Deputies were called when a customer walked into the store and found the bodies of the two brothers.
At some point, investiga- tors said Chandler went home, where his mother, who heard about the shootings, asked if he was involved. Chandler reportedly denied shooting the men, and left the home, but later called his mother and told her he messed up and would not be coming back. Chandler’s mother identified her son from the surveillance video, deputies said.
If convicted, Chandler faces a possible life sentence or death.
