The Department of Finance developed a set of outputs groups in line with the responsibilities assigned to it by Law No.
1 of 2017 concerning the Financial System of the Government of Abu Dhabi:
OUTPUTS GROUPS
RESPONSIBILITIES
1. Preparing the Government’s Fiscal Policy.
2. Preparing the General Budget and classifying the types of Government revenues
and expenditures.
3. Tracking the implementation of the General Budget.
4. Developing and updating the Government’s Five and Ten-year financing plans and budgets.
5. Regulating Government tax and non-tax revenues.
6. Issuing a pricing guide for Government services and studying pricing requests from
Government Entities.
7. Conducting studies, related to taxes, fees and other resources, in order to develop and
provide relevant recommendations.
8. Preparing and studying agreements concerning the avoidance of double taxation.
9. Issuing the Unified Accounting Policies, Unified Chart of Accounts, general rules of organizing and closing accounts and accounting records consistent with the adopted accounting standards.
10. Managing the treasury and regulating bank accounts.
11. Overseeing and managing the General Reserve Account.
12. Preparing the Ownership Policy for Government Corporations and Companies.
13. Issuing regulations and templates for preparing a Statement of Financial Performance
Intent for Government Corporations and Companies.
14. Monitoring the financial performance of Government Corporations, Companies and other
Government investments.
15. Studying and evaluating the financial situation of Government Corporations and Companies
in distress and providing appropriate recommendations accordingly.
16. Organising and managing Public Debt and Government Guarantees.
17. Collecting Government debt.
18. Lending on behalf of the Government and managing the lend.
19. Studying and proposing appropriate means for financing major Government projects.
20. Preparing and issuing Financial Statements of the Government and other reports. 21. Issuing instructions and financial reports templates.
22. Preparing and issuing the “Financial Control System”.
23. Identifying and evaluating public financial support and providing recommendations
accordingly.
24. Identifying and evaluating Government financial risks and suggesting ways to address or
reduce them.
25. Studying financial cases.
26. Organising and supervising Government procurement and auctions, developing and operating an IT platform for Government procurement (Procurement Portal).
27. Developing and managing the Public Financial Resources e-system.
28. Providing guidance, support and training to finance employees in Government Entities,
Fiscal Policy and Budgeting
