Annual Report 2018 - Department of Finance 31 07 Fourth outputs group: Government Investments
This outputs group aims to monitor financial performance of all Government investments including Government Corporations and Companies in addition to conducting the necessary studies related to privatisation and private sector partnerships.
The Government Investments outputs group comprises of the following main outputs:
Government Investments Privatisation and Private Sector Portfolio Monitoring Partnerships
Government Investments Portfolio Monitoring
This output involves preparing the ownership policy of Government Corporations and Companies. It is a document that includes the purpose of the establishment and ownership of the Government Corporation or Company, it also states targeted industry, field, expected financial results, economic and social outcome, basis of dividend distribution, its performance indicators and standards, reporting mechanisms and other establishment requirements.
This output also includes issuing rules and guidelines of preparing a Statement of Financial Intent (SFI) for the financial performance of Government Corporations and Companies. The SFI would include: company’s objectives, nature and scope of work, capital structure and its current use, analysis of prior years’ financial performance, objectives and standards of future financial performance, portfolio, consolidated projected cash flow, expectations of the working capital needs for the next five years, consolidated debt service, maturity and settlement plan of all debts, financial insolvency analysis, debt management policy, dividend distribution policy, stocks and asset ownership, investment exit policy, and accounting policies and financial reports.
This output also includes studying and evaluating the financial situation of distressed Government Corporations and Companies to identify their current situation and develop suitable solutions to overcome challenges and achieve its objectives.
Privatisation and Private Sector Partnerships
This output aims to assess privatisation opportunities and the transfer of certain Government assets ownership to the Private Sector in order to achieve the objectives of the Public Policy Agenda of Abu Dhabi.
This output also covers the coordination between the Department and other Government Entities, Corporations and Companies to identify potential privatisation opportunities and to develop a roadmap for the privatisation process.
In addition, it also includes reaching out to the Private Sector to identify and structure potential partnership opportunities between both sectors.
