1) To study, analyze, and develop civil aviation operations in the areas of safety, environmental conservation, security, air transport facilitation, air transport economics, and aviation infrastructure.
2) To propose policies on civil aviation operations and air transportation to the Civil Aviation Board.
3) To propose ministerial regulations to the Minister in accordance with air navigation laws.
4) To serve as the administrative office of the Civil Aviation Board, as stipulated under air navigation laws, and to perform duties as assigned by the Civil Aviation Board.
5) To develop plans related to civil aviation facilitation, security, and safety, including the master plan for the establishment of commercial aerodromes, for the Civil Aviation Board’s approval, and to supervise the implementation of these plans.
6) To organize civil aviation activities and establish regulations, procedures, and conditions for airspace utilization to ensure optimal safety and operational efficiency.
7) To verify, monitor, supervise, and encourage all relevant aviation personnel and operators to comply with applicable laws, regulations, and international standards.
8) To regulate aviation operations and licensed airports to ensure compliance with air navigation laws and
other relevant legislation, maintaining both safety
and international standards.
9) To collaborate with and support the Civil Aviation
Board and relevant government agencies in coordinating and negotiating with international organizations on matters related to air traffic rights and civil aviation agreements under the jurisdiction of the Thai government.
10) To cooperate with relevant domestic and international agencies in accordance with international conventions and agreements to which Thailand is a party.
11) To promote and support research and development in the field of civil aviation.
12) To certify training curricula and institutions for aviation personnel in accordance with air navigation laws, and to define qualifications and knowledge standards for aviation professionals.
13) To establish operational procedures for aviation personnel in compliance with air navigation laws.
14) To develop and manage the registration of aircraft, aviation personnel, and other individuals involved in civil aviation.
15) To compile, disseminate, and promote knowledge and news related to civil aviation.
16) To perform any other duties necessary to fulfill the organization’s objectives, as stipulated by relevant laws, or as assigned by the Minister or the Cabinet.
