สำําานักงานคัณ์ะกรรมการปี้องกันและปีราบิปีรามการทีุ่จรตัิ แห่งช่าตัิ (สำําานักงาน ปี.ปี.ช่.) เล็งเห็นถึึงคัวามสำําาคััญของการสำร้าง มาตัรฐานด้้านคัุณ์ธรรมและคัวามโปีร่งใสำในการด้ําาเนินงานของ หน่วยงานภาคัรฐั จึงได้้พิ่ัฒนาเคัรอ้ งม้อและมาตัรการที่่จะใช่ในการ สำร้างมาตัรฐานด้ังกล่าว โด้ยใช่้ช่้อเรย่ กว่า การปีระเมินคัุณ์ธรรม และคัวามโปีร่งใสำในการด้ําาเนินงานของหน่วยงานภาคัรฐั (Integrity and Transparency Assessment: ITA) หรอ้ ที่่ร้จ้ ักกันที่ัวไปี ในช่้อของการปีระเมิน ITA ซึ่ึงปีัจจุบิัน การปีระเมิน ITA ได้้รบิั การยอมรบิั จากหน่วยงานภาคัรฐั ที่วั ปีระเที่ศ ซึ่งึ ถึ้อได้้ว่าเปีน็ เคัรอ้ งมอ้ สำําารวจด้้านคัุณ์ธรรมและคัวามโปีร่งใสำที่่ม่ผู้้้เข้าร่วมมากที่่สำุด้ของ ปีระเที่ศไที่ย ด้ังนัน การปีระเมิน ITA จึงเปีรย่ บิเสำม้อนเคัรอ้ งม้อ การตัรวจสำุขภาพิ่องคั์กรปีระจําาปีี ม่จุด้มุ่งหมายในการพิ่ัฒนา ธรรมาภิบิาลและการปี้องกันการทีุ่จริตัของหน่วยงานภาคัรัฐ เพิ่อ้ ให้หนว่ ยงานภาคัรฐั ได้้รบิั ที่ราบิถึงึ สำถึานะและปีญั หาการด้ําาเนนิ งาน ด้้านคัุณ์ธรรมและคัวามโปีร่งใสำขององคั์กรในแตั่ละปีีงบิปีระมาณ์ โด้ยผู้ลการปีระเมินที่่ได้้จะช่่วยให้หน่วยงานภาคัรฐั สำามารถึนําาไปีใช่้ ในการปีรบิั ปีรุงพิ่ัฒนาองคั์กรให้ม่ปีระสำิที่ธิภาพิ่ในการปีฏิิบิัตัิงาน ขณ์ะเด้่ยวกัน การปีระเมิน ITA ยังเปี็นเคัรอ้ งม้อในการยกระด้ับิ มาตัรฐานการด้ําาเนนิ งานภาคัรฐั รวมที่งั เปีน็ การปีระเมนิ ปีระสำที่ิ ธภิ าพิ่ การปีฏิิบิัตัิงานและการให้บิรกิ ารปีระช่าช่น เพิ่้อให้ที่ราบิถึึงช่่องว่าง ของคัวามไม่เปี็นธรรมและคัวามด้้อยปีระสำิที่ธภิ าพิ่ในการด้ําาเนินการ รวมถึึงสำามารถึนําาไปีจัด้ที่ําาแนวที่างมาตัรการตั่าง ๆ ในการปี้องกัน การทีุ่จรตัิ และปีระพิ่ฤตัิมิช่อบิขององคั์กรได้้ตั่อไปี

สำําานักงานการบิินพิ่ลเร้อนแห่งปีระเที่ศไที่ย เข้าร่วมการ ปีระเมินคัุณ์ธรรมและคัวามโปีร่งใสำในการด้ําาเนินงานของ หน่วยงานภาคัรฐั (Integrity and Transparency Assessment: ITA) มาตัังแตั่ปีี 2562 ซึ่ึงการปีระเมินด้ังกล่าวเปี็นสำ่วนหนึง ของการด้ําาเนินการภายใตั้ยุที่ธศาสำตัร์ช่าตัิ ปีระเด้็นการตั่อตั้าน การทีุ่จรตัิ และปีระพิ่ฤตัิมิช่อบิ (พิ่.ศ. 2561-2580)

Integrity and Transparency Assessment (ITA) of CAAT in 2024
Objectives
The Office of the National Anti-Corruption Commission (NACC) places great emphasis on establishing integrity and transparency standards across government agencies. To achieve this, the NACC has implemented various measures and assessment tools, including the Integrity and Transparency Assessment (ITA), which is widely recognized nationwide. The ITA is one of the most comprehensive evaluations in Thailand, involving the highest number of respondents across government entities.
Serving as an annual corporate health assessment, the ITA aims to strengthen good governance and anti-corruption initiatives, enabling government agencies to identify challenges related to integrity and transparency in each fiscal year. Its results provide valuable insights for improving organizational efficiency and operational effectiveness. By enhancing standards within the government sector, the ITA helps assess service quality and operational performance while identifying instances of unfairness and inefficiency. These evaluations serve as a foundation for implementing measures that prevent corruption and misconduct within organizations.
Summary
The Civil Aviation Authority of Thailand (CAAT) has participated in Integrity and Transparency Assessment (ITA) since 2019. Such assessment is a part of National Strategy, Anti-corruption and Misconduct (2018-2037).
