Communication
The person providing air traffic services shall listen to the read-back to ensure
that the clearances and air traffic control instructions have been correctly
confirmed and shall immediately correct any discrepancies that the read-back
may have revealed.
If the sender of a message that is read back notices errors or
misunderstandings, the reply should be NEGATIVE, I SAY AGAIN, after which
the correct version is repeated.

4.9 Establishing a radio connection
You can't just talk however you want when communicating via an aircraft radio.
It has to be done in very specific ways and using very specific phrases.
When connecting to a station, you set the station's frequency on your radio.
You listen for a few seconds to ensure you're not interrupting ongoing
communication.
