4. MIMI Results for the Ehlanzeni District Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the Ehlanzeni District Municipality in comparison to the national average. As indicated, the average score for Ehlanzeni District Municipality in Construct A was 3, which is one point above the national average of 2. Despite the average, the municipality demonstrated strengths in several areas. It achieved a score of 4 in idea take- up processes, accountability and transparency to support innovation, and community participation in innovation, the highest among all indicators. Additionally, Ehlanzeni District Municipality scored 3 in areas such as innovation linked to strategy, innovation linked to performance, staff incentives for innovation, inter-departmental collaboration for innovation, external collaboration and partnerships for innovation, tools for managing knowledge and inclusive decision-making for innovation. These suggest the municipality shows some enabling conditions for fostering innovation, although there are areas requiring improvement, particularly in financial resources for innovation.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Construct B for the Ehlanzeni District Municipality in comparison to the national average. The average score for Ehlanzeni District Municipality was 2, which aligns with the national average. The municipality scored 3 in understanding of innovation processes, and support for testing innovations. A score of 2 was recorded for openness to new ideas, encouragement of learning, and communication by management for innovation.
