4. MIMI Results for the Gert Sibande District Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the Gert Sibande District Municipality in comparison to the national average. As indicated, the average score for Gert Sibande District in Construct A was 1, which is lower than the national average of 2. Despite the average, the municipality demonstrated strength in accountability and transparency to support innovation where the score of 3 was achieved.. It achieved a score of 4 in community participation in innovation, the highest among all indicators. Additionally, Gert Sibande District scored 2 in areas such as inclusive decision-making and political support for innovation. These suggest the municipality shows some enabling conditions for fostering innovation, although several areas require improvement, particularly in financial and physical resources, interdepartmental and external collaboration.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Construct B for the Gert Sibande District Municipality in comparison to the national average. The average score for Gert Sibande District was 2, which is the same as the national average. The municipality scored 1 in encouragement of learning and understanding of innovation processes. A score of 2 was recorded for openness to new ideas, support for testing innovations and communication by management for innovation.
