4.3 Construct C: Individual Innovation behaviour
This section presents results for Construct C of MIMI: Individual Innovation Behaviour. Table 4 displays the scores for Construct C for Hessequa Local Municipality in comparison to the national average. The average score for Hessequa was 3, which is equal to the national average. The municipality scored 4 in innovation collaboration and 3 in idea screening, knowledge management, networking behaviour, and innovation collaboration.

4.4 MIMI Maturity Level for the Hessequa Local Municipality
Table 5 shows the MIMI Maturity Level for the Hessequa Local Municipality. According to the MIMI Framework, a maturity level 3 implies that innovation in this municipality is applied, with evidence of its implementation in certain departments. Although innovation occurs, it remains irregular and not yet fully embedded. The municipality applies some systems and business processes to record, store, and retrieve knowledge, and there is evidence that this knowledge is used to develop new practices and improve service delivery. Innovation receives support at certain leadership levels, further enabling its integration into municipal operations.

5. Conclusion
The Hessequa Local Municipality scored an average maturity level of 3. At level 3, innovation is applied. there is evidence of implementation in certain departments of the municipality. Innovation is repeatable, but irregular. The municipality maturity level of 3 is higher than the national average and other municipalities. To progress to maturity level 4 or 5, the municipality should aim to improve on individual items in all constructs.
