4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for King Sabata Dalindyebo Local Municipality in comparison to the national average. As indicated, the average score for King Sabata Dalindyebo Local Municipality in Construct A was 2, which was similar to the national average in this construct. The municipality scored very low in three items: innovation linked to performance, human resources for innovation and staff incentives for innovation.
