4. MIMI Results for Kouga Local Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for Kouga Local Municipality in comparison to the national average. As indicated, the average score for Kouga Local Municipality in Construct A was 3. Notably, the municipality had lowest score in staff incentives for innovation. The municipality scored the highest in 4 items: innovation linked to strategy, processes for innovation, financial resources for innovation and accountability and transparency for innovation.
