4. MIMI Results for the Midvaal Local Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the Midvaal Local Municipality in comparison to the national average. As indicated, the average score for Midvaal Local Municipality in Construct A was 2, which aligns with the national average of 2. Despite the average, the mu- nicipality demonstrated strengths in several areas. It achieved a score of 4 in accountability and transparency to support innovation the highest among all indicators. Additionally, Midvaal Local Municipality scored 3 in areas such as communi- ty participation in innovation. These suggest the municipality shows some enabling conditions for fostering innovation, although there are areas requiring improvement, particularly in innovation linked to strategy, innovation linked to per- formance, physical resources for innovation, human resources for innovation, staff incentives for innovation, inter-depart- mental collaboration for innovation, inclusive decision- making for innovation, and political support for innovation.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Construct B for the Midvaal Local Municipality in comparison to the national average. The average score Midvaal Local Municipality was 2, which aligns with the national average. The municipality scored 4 in encouragement of learning. A score of 2 was recorded for understanding of innovation processes, support for testing innovations, and communication by management for innovation.
