4. MIMI Results for the Mogale City Local Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the Mogale City Local Municipality in comparison to the national average. As indicated, the average score for Mogale City Local Municipality in Construct A was 2, which aligns with the national average of 2. Despite the average, the municipality demonstrated strengths in several areas. It achieved a score of 5 in accountability and transparency to support innovation, and scored 4 in inclusive decision-making for innovation, the highest among all indicators. Additionally, Mogale City Local Municipality scored 3 in areas such as financial resources for innovation, human resources for innovation, and external collaboration and partnership for innovation. These suggest the mu- nicipality shows some enabling conditions for fostering innovation, although there are areas requiring improvement, particularly in innovation linked to strategy, innovation linked to performance, and staff incentives for innovation.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Construct B for the Mogale City Local Municipality in comparison to the national average. The average score for Mogale City Local Municipality was 1, which is one point below the national average. The municipality scored 2 in encouragement of learning, and support for testing innovations. The municipality recorded a score of 1 in openness to new ideas, understanding of innovation processes, and communication by management for innovation.
