4. MIMI Results for the Mossel bay Local Municipality
4.1 Construct A: Enablers of innovation
This section presents results for Construct A of MIMI: Municipal Enablers for Innovation. Table 2 displays the scores for Construct A for the Mossel Bay Local Municipality in comparison to the national average. As indicated, the average score for Mossel Bay Local Municipality in Construct A was 2, which aligns with the national average of 2. Despite the average, the municipality demonstrated strength in processes for innovation and tools for managing knowledge where a score of 5 was achieved. Additionally, Mossel Bay scored 2 in several areas such as innovation linked to strat- egy, innovation linked to performance, financial resources for innovation, physical resources for innovation, human resources and idea take- up processes. These suggest the municipality shows some enabling conditions for fostering innovation, although there are areas requiring improvement, particularly in financial and physical resources, external collaboration, and political support.

4.2 Construct b: Management support for innovation
This section presents results for Construct B of MIMI: Management Support for Innovation. Table 3 displays the scores for Construct B for the Mossel Bay Local Municipality in comparison to the national average. The average score for Mossel Bay was 3, which is above the national average. The municipality scored 2 in openness to new ideas, encouragement of learning, understanding of innovation processes and support for testing innovations. A score of 5 was recorded for communication by management for innovation.
